It seems that Mullah Omar is concerned about losing local support becuase of killing muslims in Pakistan and has issued orders to the Taliban and Taliban support elements (HIG, TTP, etc.) to not attack muslims anymore. He wants them to re-focus their efforts on US and other coalition forces.
